About the Role
An established provider of public sector services is embarking on a strategic programme to transform multiple back-office functions and deliver them efficiently over the coming years. As part of this programme, a comprehensive technology-enabled solution will be implemented to support service delivery, including multi-channel contact centres, correspondence handling, data insights, automation, and AI capabilities.
We are seeking an experienced Senior Business Change Manager to lead the programme's change agenda. This is a strategic role responsible for shaping and executing the change strategy, influencing senior stakeholders, and driving sustainable adoption of the new operating model.
The role requires a visionary change leader with proven experience in enterprise-wide transformations, capable of leading teams and delivering measurable benefits across complex, high-profile environments.
Key Responsibilities

  • Vision & Leadership: Define and drive the overarching business change vision, ensuring alignment with strategic objectives and inspiring leadership and service users.
  • Portfolio & Governance: Shape and oversee the portfolio of change initiatives; chair change boards and advise programme leadership to ensure transparency and accountability.
  • Stakeholder Management: Act as a trusted advisor to senior leaders, building coalitions, securing sponsorship, and addressing resistance to change.
  • Benefits Realisation: Ensure change delivers tangible outcomes, including efficiency gains, improved user experience, and value against business cases.
  • Capability Building: Strengthen organisational change maturity, upskill teams, and embed a culture of innovation, agility, and continuous improvement.
  • Risk & Readiness: Anticipate and manage transformation risks, change fatigue, and readiness challenges, addressing structural and behavioural barriers to adoption.

Essential Skills & Experience

  • Proven track record leading enterprise-wide change initiatives and delivering sustainable adoption.
  • Experience shaping and executing change strategies alongside technology implementations (including ERP systems).
  • Ability to influence at board and senior leadership levels, operating with credibility and authority.
  • Strong governance experience and understanding of assurance, compliance, and risk management.
  • Outcome-focused, data-driven, and capable of tracking benefits and adoption metrics.
  • Skilled in building capability and embedding lasting cultural change.
  • Ability to work remotely with UK-wide travel as required.

Desirable Skills & Experience

  • Experience managing business change in phased service transfers or multi-stage transitions.
  • Understanding of political, regulatory, and organisational complexities in public sector environments.
  • Awareness of digital accessibility, inclusion, and ethics in service delivery.

Security Requirement: The successful candidate will be required to obtain and maintain Security Clearance.
