ICT Contract Lead - IT Procurement.

We're actively seeking a dedicated ICT Contract Lead for an exciting permanent position within our dynamic local government client. As a key member of our multidisciplinary team, the IT Contract/Procurement Lead will play a pivotal role in managing all ICT contracts, ensuring optimal contract management and supplier performance to achieve top-notch quality and value in procurement.

Your responsibilities will encompass end-to-end procurement activities, from requirements gathering and market engagement to procurement route options, appraisals, pricing schedule development, evaluation, and contract award. Collaboration with colleagues from Corporate Procurement, Finance, and other departments will be essential.

In this role, you will take the lead in supplier relationship management across Digital and Data Services, fostering strategic relationships with key vendors and ensuring that delivery aligns with agreed SLAs, milestones, and roadmaps. You'll maintain the DDS contract register, review all IT contracts, and analyze spend across the organization. Additionally, you'll influence stakeholders and suppliers to consolidate contracts, negotiating to achieve savings and efficiencies.

Key Responsibilities:

  • Establishing and maintaining procurement and contract management standards consistently across Digital and Data Services (DDS).
  • Identifying and delivering cost efficiency savings and Social Value benefits from new procurements and existing contracts.
  • Leading end-to-end procurement activities across DDS, providing innovative solutions to meet service requirements.
  • Maintaining the DDS contract register, monitoring and planning timely contract renewals.
  • Reviewing all contracts, analyzing spend, and unifying/merging similar contracts to improve efficiency and achieve cost savings.
  • Developing and implementing effective policies, processes, and systems for contract management, supplier and supply chain management, and procurement activities.
  • Providing high-level purchasing support to ensure compliance with governance.

Qualifications and Skills:

  • CIPS qualification or equivalent industry experience.
  • Proficiency in understanding products and/or services supplied by external suppliers.
  • Proficiency in product evaluation and selection, including analytical comparison of IT products against specified criteria.
  • Proficiency in contract negotiations for the supply of IT products and services.
  • Proficiency in principles of contract law, including awareness of potential issues and risks in contracts.

Working Arrangement:

  • 1 day a week on-site.
